Following the release of the 2023 IMO Strategy on the Reduction of GHG Emissions from Ships in July 2023, member states convened at the 82nd session of the IMO’s Marine Environment Protection Committee (MEPC 82) in September-October 2024 to propose mid-term GHG reduction methods. Key proposals include a goal-based marine fuel standard that mandates the gradual adoption of fuels with lower GHG intensity and the establishment of a global pricing mechanism for maritime GHG emissions.
The draft legal text produced by MEPC 82 incorporates contributions from member states and international organizations, aiming to amend the International Convention for the Prevention of Pollution from Ships (MARPOL). If approved, these amendments will formally integrate the proposed GHG reduction measures into international law.
Additionally, discussions at the session included the potential creation of an IMO GHG Intensity Registry and an IMO fund/facility to support the implementation of technical and economic aspects of the GHG reduction strategies.
The next meeting, MEPC 83, is scheduled for April 2025, where members are expected to approve these amendments prior to their formal adoption in October 2025.
Other notable decisions from MEPC 82 included the approval of an action plan to reduce underwater noise from commercial shipping and the identification of challenges related to short-term GHG reduction measures.
